Didn't we just go through this with the US market?

Perhaps we can assume that the CTFC is making sure it has someone else to blame. A modest, but somewhat clever way to move into CYA mode. Our market would have survived, but they started it.

London versus NYC. Similar market rules, but just enough different to assign blame.

Beginning of the headline :It seems that America's Commodity Futures Trading Commission (CFTC) is discussing internally the possibility that gold and silver is being manipulated at the London fixings, according to The Wall Street Journal.
