I don't think this technique of harassment is localized just in the IRS. I remember the Federal Gibson Guitar raids shortly after Obama was in. Gibson was raided (by men with automatic weapons) for using the same practices as Fender Guitar of using a certain exotic wood. Fender was left alone to continue the same practice long after Gibson was raided. It turned out that Gibson had been a contributor to the Republican party, where Fender sent their donations to the Dems.

Im sure these dirty tricks have been used for decades by both parties.
