"...But haven't 85% of the public opposed entry into WW1+2?..." Yes, probably, but the author also says that they "the public" also believe that the gov must, by default have good intentions, and so they see gov as good/legitimate. (They've been trained to believe that all their lives).
Of course the majority of people are peace-loving. If they weren't there wouldn't be the need to spend so much effort on gov propaganda.
I suspect what you said is correct - there's a natural tendency for most people to prefer peace to war & violence.
Perhaps you are underestimating the level of propagandising to which we are all subjected.
e.g. Look at some of the effects - milgram experiment, stanford prison exp, solomon asche exp.
