Good question. What would be their interest,then?
Imagine if the US military had nothing to do...you know..there was this state of flux between wars ( aka peace) and a bunch of highly trained personnel,soldiers,generals admirals etc had nothing to do but twiddle their thumbs, together with a idle armoury complete from rocket launchers to nuclear weapons all getting rusty.

These people and machines are trained and efficient at killing and destruction.
Thats their job.
And if they are unoccupied, then politicians would rather have them fighting people in foreign lands rather than forcibly taking control of affairs at home.
