Julian, I know it seems (to me) to be a rhetorical question when you ask: " What pragmatic means are left for governments and central banks to create growth? " The Banksters and the Government have SUPER Computers; just for when such emergencies arise. The last time the Banks and Gov asked those computers, back in the 2007 Collapse, they received the reply: " There is no mathematical way to recover from this disaster . . . . UNLESS . . . . you're willing to LIE your A** off ! " So far, that worked.
