The private sector is not going to build roads, provide hospitals, schools, police, etc. for Italian society? Only to the rich my friend.

The greater problem is forcing multinationals, big business and the rich to PAY THEIR TAXES. These entities abuse offshore tax shelters and tax laws which their own lobbyists legislate for them whilst excluding average citizens from being able to access these corrupt 'laws'. This tax avoidance then strips money from governments and causes the deficits which are now crippling most of the developed world.

Whilst this article is pretty comprehensive it avoids analysis of the heart of the problem and focusses on one pet cause.
