westerners just do not understand the African mind. i presume you are from the USA sir ,which makes it even worse.
Africa is so corrupt it is nigh impossible to solve Ebola using western logic, Africans laugh at you,when it's working out for them and they can skim the cream off your aid, and when it is going against them they cry colonialism or racism or whatever ism
guards , police doctors authority can be bribed very cheaply and don't give a shit about the catastrophic outcome down the line as long as they receive immediate personal reward
