This article embodies the mercantilist presumption that it is desirable for a country to produce everything it needs with its own labour force. It also ignores the revolution in the productivity of manufacturing: A Chinese technician strolling up and down an automated production line now produces as much as a hundred American workers did sweating over their hand-operated machines 30 years ago. Perhaps the author even hankers for the days when the population was fully occupied in skilfully weaving cloth on a hand-loom or beating horseshoes into shape on an anvil.
