The Truth About War and the State

We will never get anywhere with this characterization of the state. The state is not some malevolent monster always seeking war. However, the state has powers which can be used by whoever controls the state. The power to raise armies and engage in war is exercised when the people who control the government want war. These people represent private interests, such as multi-national corporations, arms dealers and international banks, and sometimes an aggressive population. While there is no arguing the ill effects of warfare and militant foreign policies, characterizing the state as an independently motivated actor is an error. It is like saying a corporation is a person despite the corporation existing entirely as a legal fiction with certain characteristics and powers. This is not the same as saying guns don't kill, people who use guns kill. If the state (polity) is not understood correctly, then efforts to limit misuse of state power will continue to be unsuccessful. Merely labeling the government as the state is not a good enough definition.
