The Government of the United States of America does not always command respect.
That it is actually seriously contemplating legislating autonomous cars beggars belief and reveals them to be plumbing new lows in comprehension.
Do any of these Congressmen even drive a car, let alone give it a bit of thought?

Anyone should be able to see instantly that the dependence of these vehicles on signals - which could be taken out by acts of war or natural disasters - is totally unacceptable.
If people like you have their way, the country could easily end up without a single vehicle capable of moving either automatically or by human intervention.

Even if they were mechanically capable of being taken over by human drivers, where can be found sufficiently trained and current drivers?
What you will have is a very down-skilled population not much use to the Armed Services in time of need.

Also, how long do you think it would take for evil people to work out what fun and how easy it is to destroy and vandalize all these vital and delicate sensors or hack their programs?

Similarly, how long do you think it might be before Jihadists work out how to weaponize these missiles or program them to drive you over a cliff or at high speed into a wall?

Rarely have I heard a more stupid plan than that for autonomous vehicles except for roles such as bomb disposal.

On the other hand, systems providing driver advice, not control, would be an excellent concept.

Many circumstances can only be dealt with by human intelligence. If you cannot think of many such, you haven't lived.

These autonomous vehicles that excite you so much would do so no longer if you could only bring yourself to analyse their problems, weaknesses and vulnerabilities thoroughly.

Support for autonomous vehicles in general use comes only from those who would pass easily as brain dead.

On the subject of housing, you appear to be equally deluded, being one of those who will not rest until we all live like termites in a mound, internally micro-chipped and taking sustenance through a tube on the grounds you suspect this might be safer and more economical.
