What is understandable about a community that has fostered and accepted a fraud by participation is the fear of causing any upset or wave of discontent. One fraud leads to another and another. I remember when two party or more endorsements of bank checks became unacceptable at the bank thus obliterating the rules of commercial paper. It is impossible to perpetrate a fraud on a fraud. As the bumper sticker reads, seen long ago and one now displayed on the desk of Ron Paul, is this “ Don't steal the government hates competition”. Just saying “no” to a fraud can cause a lot of problems for honest people. Maybe people have had enough and set aside their fears and will change their ways. Maybe they might even raise their voice at the bank.
