Pour un Marché Commun africain -- Tant le ministre français de l’agriculture que nombre de dirigeants africains dénoncent l’ultra-libéralisme d’une mondialisation débridée comme cause des malheurs de l’Afrique, dans le cadre des crises alimentaires actuellement provoquées par les hausses de prix. Mondialisation débridée ? Pas à l’intérieur de l’Afrique elle-même, en tout cas ! Franklin Cudjoe, directeur du Think Tank Ghanéen « Imani », estime que les barrières intra-africaines au commerce libre sont, avec la corruption ambiante des gouvernants et des systèmes législatifs délibérément opposés à la libre entreprise, la cause numéro 1 des problèmes de l’Afrique. African countries greatly increased exports to the U.S. in 2004, generating revenues of over $26 billion in that year. Jeans made in Lesotho are sold in U.S. stores. Flowers from Kenya and vegetables from Senegal are regularly available in European shops. The use of mobile phones and the Internet is growing faster in Africa than anywhere else in the world, according to the United Nations. Globalization can hardly be blamed for the fact that only 10 percent of Africa’s trade takes place among African countries themselves. With 750 million people living on the continent, the potential for the expansion of trade must be enormous. Very little trade has been allowed in this poorest of continents where tariffs are almost as high as 50 percent and where highway robbers dressed as customs officials block free exchange. What is it that motivates Nigeria, which calls itself the giant of Africa, to ban the importation of ninety-six different products from Ghana when both countries have duty-free and quota-free access to the U.S. markets for 6,500 of their products?
